Bethany has a wonderful partnership with the Philippines in providing forever homes to Filipino children. The Philippines program was started in 1986 and was licensed in 1989 by the Ministry of Social Welfare and Development, Philippines. Inter-Country Adoption Board (ICAB) is a Government agency of the Department of Social Welfare and Development that approves and matches Filipino children to families. There are approximately 80 agencies from around the world working with the Philippines to find forever homes for the children.
